OptiValue Tek Proposes Responsible AI Framework for Defence and Critical Infrastructure
Six-layer architecture emphasises data integrity, controlled execution and continuous assurance as AI adoption expands into safety-critical environments.
OptiValue Tek Consulting has outlined a responsible AI framework for defence technology and critical infrastructure, highlighting the need for verifiable decisions, human accountability and independent safety controls as AI systems enter high-consequence operational environments.
Detailed in its whitepaper, Responsible AI at the Edge of Consequence, the framework proposes a six-layer architecture spanning mission requirements, data integrity, AI inference, decision authority, controlled execution and continuous assurance. It aims to ensure AI-enabled systems operate within defined limits, with human intervention remaining central to critical decisions.
The paper recommends testing AI systems against inaccurate sensor inputs, cyber threats, false alarms and connectivity failures before operational deployment. It also stresses that AI must complement, rather than bypass, established safety mechanisms.
For defence, potential applications include equipment readiness, logistics management and security-event analysis. Across critical infrastructure, the framework identifies opportunities in energy facilities, industrial sites, ports, airports and essential utilities.
“Responsible AI must be built around verifiable decisions, human oversight and clearly defined safety boundaries.”
“As AI becomes increasingly integrated into defence systems and critical infrastructure, the focus must extend beyond what these technologies can do to how reliably and responsibly they operate,” said Ashish Kumar, Managing Director, OptiValue Tek Consulting. He emphasised that innovation must not compromise safety, accountability or operational resilience.
The proposed implementation approach includes risk assessment, offline testing, independent technical reviews and controlled pilots. It also draws on established guidance, including the US National Institute of Standards and Technology’s AI Risk Management Framework.
The initiative builds on OptiValue Tek’s expansion into AI, digital twins and defence technology, including its Integrated Counter-UAV Defence System initiative and SENTINEL-DOME platform for critical infrastructure protection.
The framework underscores a growing operational challenge: deploying AI in sensitive environments requires not only technical capability but also clear decision authority, accountability and safeguards against unintended outcomes.
